# 1.5 - Code of Conduct

> Conduct standards governing members of the San Andreas Department of Public Safety.

Members of DPS occupy a position of public trust. Conduct must remain above reproach both on and off duty.

### Legal Authority

Members shall act within the limits of their legal authority and uphold constitutional rights at all times.

### Truthfulness

Members shall be truthful in all official statements, reports, and proceedings. Falsification, omission, or misrepresentation is prohibited, except in legally recognized investigative circumstances.

### Performance of Duties

Members must report for duty prepared, fit for service, and capable of fulfilling assigned responsibilities. Impairment due to alcohol or drugs while on duty is strictly prohibited.

### Unlawful Conduct

Members shall not engage in criminal conduct. Any law enforcement contact involving a member as a suspect or involved party must be promptly reported to command staff.

### Equal Protection

Members shall enforce the law impartially. Bias, favoritism, or discrimination is prohibited and undermines public trust.

### Harassment

Harassment, discrimination, or retaliation is prohibited and will be investigated impartially.

### Courtesy & Professional Conduct

Members shall treat the public and coworkers with professionalism, civility, and respect. Abusive or degrading conduct is prohibited.

### Use of Force

Force shall only be used when objectively reasonable and consistent with departmental training and policy. Preservation of life and de-escalation are guiding principles.

### Duty to Intervene

Members have an affirmative duty to intervene and report excessive force, unlawful conduct, or policy violations regardless of rank or chain of command.

### Vehicle Operations

Members shall operate department vehicles with due regard for public safety at all times.

### Insubordination

Lawful orders must be obeyed. Unlawful orders must be reported through appropriate command channels.

### Gifts, Bribes, & Conflicts of Interest

Acceptance of gifts or benefits that could create the appearance of impropriety is prohibited.

### Criminal Associations

Members shall avoid associations that compromise integrity or public confidence, except as required for official duties.

### Police Discretion

Members shall exercise discretion based on lawful factors and community safety. Improper considerations are strictly prohibited.

### Complaints & Investigations

All complaints will be accepted and investigated fairly. Cooperation with internal investigations is mandatory.

### Access to Information

Official records shall only be accessed or disclosed for legitimate, duty-related purposes.
