### Purpose

This section establishes the ethical principles, professional standards, and conduct expectations for all sworn and civilian personnel operating under the **San Andreas Department of Public Safety**. These standards form the foundation for decision-making, accountability, and public trust.

All members are expected to understand and adhere to these principles both on and off duty.
