# 7.5 - K9 Selection, Health & Welfare

> Selection, veterinary, welfare, and quality-of-life standards for police service dogs.

**Purpose:**\
To establish standards for the selection, care, and ongoing welfare of all police service dogs assigned to the San Andreas Department of Public Safety K-9 Division. These standards ensure that all **K-9** are physically sound, psychologically stable, and capable of performing assigned duties safely and effectively.

## Selection Standards

Only **K-9** that meet the highest standards of health, intelligence, temperament, and drive shall be considered for inclusion in the K-9 program.

* **Approved Breeds:**
  * *Primary:* German Shepherd, Belgian Malinois, Golden Retriever.
  * *Optional / Specialty:* Labrador Retriever or Siberian Husky (for tracking, search, or community service assignments as availability and temperament allow).
* **Disqualifying Traits:**
  * History of aggression toward handlers or non-combatants.
  * Excessive fear, anxiety, or unstable temperament.
  * Chronic medical conditions or orthopedic deficiencies.
* All candidates shall complete a **comprehensive evaluation** including:
  * Obedience aptitude and focus assessment.
  * Scent work interest and retrieval instinct.
  * Environmental adaptability (noise, crowds, surfaces).
  * Handler interaction and socialization testing.

## Initial Health Screening

All prospective K-9s must undergo a complete medical and behavioral evaluation prior to assignment:

* Full **physical examination** by a licensed veterinarian.
* **Orthopedic screening** (hips and elbows via radiographs).
* **Ophthalmic and cardiac evaluations.**
* **Neurological and temperament assessment** to ensure sound behavior under stress.
* Verification of current **vaccinations, parasite prevention, and identification microchip.**

Only dogs that successfully pass this assessment shall proceed to basic training.

## Veterinary Care & Maintenance

Each service dog is to receive comprehensive, ongoing medical care under department-approved veterinary supervision.

* **Routine care** includes vaccinations, deworming, heartworm prevention, dental cleaning, and annual wellness exams.
* **Orthopedic monitoring** is mandatory to ensure continued physical capability for patrol, detection, or tracking duties.
* **Emergency care protocols** must be established, including after-hours veterinary access and authorized transportation procedures.
* Handlers shall immediately report any injury, illness, or behavioral change to supervision and document all veterinary visits.

## Welfare & Quality of Life

The humane treatment and emotional well-being of every K-9 is a matter of departmental policy and moral obligation.

* **K-9** shall receive **adequate rest periods** and **rotating rest days** to prevent exhaustion or overwork.
* Off-duty care must include **clean housing, proper nutrition, hydration, and regular grooming.**
* Mental enrichment (e.g., play, social interaction, non-duty exercise) shall be integrated into the handler’s daily routine.
* **Harsh discipline, neglect, or physical abuse** is strictly prohibited and will result in immediate disciplinary investigation.
* Handlers are responsible for **monitoring stress indicators**, ensuring the dog’s emotional balance, and reporting any abnormal behavior.
* In the event of a **veterinary emergency**, handlers shall prioritize life-saving treatment and notify the chain of command as soon as practical.
