# 2.1 - Chain of Command

> DPS chain-of-command, supervisory access, and lawful-order standards.

The Chain of Command governs how DPS personnel request guidance, elevate matters, and comply with lawful direction.

## 2.1.1 - Normal Routing

* Seek guidance from the rank directly above you whenever practicable.
* Escalate unresolved matters through the appropriate supervisory structure.
* For time-sensitive or operationally urgent matters, members may contact an **on-duty Sergeant or higher** directly.

## 2.1.2 - Scene Authority

Where multiple supervisors are present, the **highest-ranking on-scene supervisor** is responsible for coordination unless command is formally transferred or otherwise assigned by authorized command personnel.

Incident command, transfer of command, and primary-unit responsibilities are further governed by **Section 3.4 — Scene Management & Incident Command**.

## 2.1.3 - Lawful Orders

Members shall obey lawful orders. If an instruction appears inconsistent with policy or law, the member should respectfully raise the concern and request clarification. A reaffirmed order must be obeyed **unless it is clearly unlawful**. Clearly unlawful orders shall not be carried out and must be reported through appropriate channels.

No rank grants authority to order conduct prohibited by controlling law or DPS policy.
