# 3.1 - Patrol Assignments & Jurisdiction

> Primary patrol areas, multi-agency coverage, and mutual-aid responsibilities.

## 3.1.1 - Purpose

DPS coordinates policing across Los Santos, Blaine County, and statewide road networks. This policy establishes **primary responsibility for coverage**, not a blanket prohibition on responding outside an assigned area.

## 3.1.2 - Primary Patrol Responsibilities

* **LSPD:** Serves as the primary operational law enforcement department, handling general patrol and calls for service in Los Santos and areas not otherwise staffed by an active local agency.
* **SAST:** Concentrates on highways, northern patrol areas, traffic enforcement, and statewide assistance.
* **BCSO:** Is presently inactive due to staffing; its closure does not leave Blaine County calls without police coverage. DPS command may reactivate BCSO through a published departmental directive.

These responsibilities may be adjusted by the on-duty supervisor or incident commander to meet call volume, available personnel, and public-safety needs.

## 3.1.3 - Overlapping Coverage

1. Officers may respond outside their primary area when dispatched, requested for assistance, reasonably necessary to respond to an emergency, or directed by a supervisor.
2. The first appropriate available unit should not delay a necessary emergency response merely because another agency ordinarily has primary coverage.
3. Responding officers shall advise dispatch or other units of their location and involvement when operationally appropriate.
4. Once additional units arrive, officers shall coordinate agency roles, scene responsibility, and any transfer of command.

## 3.1.4 - Mutual Aid & Joint Operations

During multi-agency incidents, personnel shall cooperate rather than compete for scene control. Supervisors should clarify who is managing the incident, which units are assigned to specific duties, and which agency is responsible for follow-up reports and evidence.

An agency's primary patrol assignment does not independently create arrest, search, or enforcement powers. Officers must remain within the authority granted by applicable San Andreas law and DPS policy.

## 3.1.5 - Supervisory Assignment Changes

Supervisors may redistribute patrol personnel to address understaffed areas, emergencies, special events, or unusual activity. Officers receiving a lawful reassignment shall acknowledge it and update their unit status as directed.
