# 3.6 - Traffic Stops & Field Contacts

> Baseline field-contact, traffic-stop, and high-risk stop coordination standards.

## 3.6.1 - Purpose & Controlling Policy

Traffic stops and field contacts are routine patrol functions that require professional communication, lawful justification, and sound judgment. This page establishes **general operational expectations** and does not replace the DPS Stop & Frisk, search-and-seizure, traffic enforcement, vehicle pursuit, or use-of-force policies.

## 3.6.2 - Initiating a Contact

Before initiating a detention or traffic stop, officers shall be able to articulate the applicable lawful basis. A consensual encounter must not be presented as a compulsory detention without sufficient legal grounds.

When practicable, officers should communicate their location and relevant vehicle or subject information through approved channels.

## 3.6.3 - Conducting the Stop

Officers shall identify themselves appropriately, communicate the reason for the enforcement contact when circumstances permit, and use clear, professional directions. Officers should account for traffic conditions, bystander safety, other responding units, and potential medical needs.

The degree and duration of any detention, search, or enforcement action shall remain consistent with the legal authority and circumstances of the incident.

## 3.6.4 - Backup & High-Risk Contacts

When a contact presents elevated risk, the primary officer should seek appropriate assistance, coordinate responding units, and avoid inconsistent commands. Any escalation in force or search activity must independently comply with controlling DPS policies.

## 3.6.5 - Enforcement Disposition

Officers may issue lawful warnings, citations, arrests, or referrals as justified under current San Andreas law and departmental rules. Enforcement discretion shall be exercised impartially and shall not be used to impose unauthorized penalties.

## 3.6.6 - Documentation

Required citations, arrests, towing decisions, seizures, and material enforcement actions shall be documented under the MDT and reporting procedures. Refer to **Section 3.8** and the dedicated traffic and impound policies for further requirements.
