Evaluation, Remediation & Reviews

Evaluation Principles

FTD assessments must be objective, consistent, and traceable to observable skills or conduct. Staff shall distinguish a correctable training error from serious misconduct and document both successful and unsuccessful performance.

Required Evaluation Notes

Every training review should identify:
  • Cadet, evaluator, date, phase, and assignment.
  • Tasks performed and the specific observed conduct.
  • What policy, competency, or learning objective was assessed.
  • Strengths, mistakes, safety issues, and coaching provided.
  • A recorded result and required follow-up.
Blank narrative fields do not count as a completed evaluation when the tracking sheet requires notes. Trainers shall not sign off tasks they did not observe or verify through an authorized assessment.

Identifying Deficiencies

  • Knowledge gap: Cannot accurately explain or apply required policy.
  • Skills gap: Has not demonstrated correct performance of a practical task.
  • Judgment issue: Makes unsupported decisions or repeatedly fails to weigh risks.
  • Safety or integrity issue: Engages in unsafe conduct or knowingly inaccurate reporting.

Remediation Process

  1. Explain the deficiency and expected standard to the cadet.
  2. Assign focused instruction or supervised practice.
  3. Record the corrective plan and the trainer responsible.
  4. Reassess the competency using an appropriate scenario or live observation.
  5. Document results and decide whether to continue, extend, or refer for Director review.
A trainee may be removed from an active exercise immediately when necessary for scene safety. Formal program removal or adverse disciplinary action shall follow the appropriate FTD/DPS review process.

Review & Disputes

A cadet may request reconsideration of a recorded assessment through the FTS, with unresolved matters referred to the FTD Director. The Director should review the training record, instructor observations, and applicable criteria and record the outcome. FTD training remediation is not a substitute for DAPS. Alleged misconduct subject to discipline shall be referred under the Department Accountability Program. Trainers shall not manipulate evaluation scores to impose unofficial discipline.

Release Integrity

No officer should be authorized for unrestricted independent patrol with unresolved mandatory competencies or missing final approval. Likewise, trainers shall not withhold progression without articulable documented reasons.
