Welcome to the official Standard Operating Procedures (SOP) Manual for the San Andreas Department of Public Safety (DPS). This manual serves as a foundational guide for all sworn personnel within the Los Santos Police Department (LSPD), Blaine County Sheriff’s Office (BCSO), and the San Andreas State Police: Trooper Division (SAST). As members of the DPS, we hold ourselves to the highest standards of professionalism, accountability, and service. This manual was created to clearly define the expectations, policies, procedures, and protocols that govern our daily operations and ensure that every officer operates with integrity, discipline, and excellence. Throughout this document, you will be introduced to the core procedures, codes of conduct, and operational standards that are vital to maintaining public trust and internal cohesion. Whether on patrol, responding to a crisis, or engaging with the community, these guidelines are designed to uphold safety, legality, and unity across all branches of law enforcement.

Our Mission: Los Santos Police Department

The mission of the Los Santos Police Department is to preserve public peace, protect life and property, and enhance the quality of life within the City of Los Santos. We are committed to preventing crime, enforcing laws impartially, and building strong relationships with the community we serve. The department is comprised of specialized units and divisions, staffed by both full-time and part-time personnel, dedicated to proactive problem-solving, crime suppression, and continuous community engagement.

Our Mission: San Andreas State Police

The mission of the San Andreas State Troopers is to uphold the rule of law through fair, impartial, and professional policing across the State of San Andreas. We are committed to preserving public safety, protecting life and property, and ensuring consistent enforcement of state laws without bias or favoritism. State Troopers serve as a stabilizing force in law enforcement—providing unbiased oversight, supporting local and county agencies, and responding to calls for service where additional resources or rapid response are required. Our presence ensures continuity, accountability, and equal application of the law regardless of jurisdiction. The department is comprised of highly trained Troopers and specialized units dedicated to highway safety, criminal interdiction, emergency response, and interagency cooperation. Through discipline, integrity, and professionalism, the San Andreas State Troopers work to maintain public trust and reinforce the standard of excellence expected of statewide law enforcement.
