There are only two Priorities you should be going to the hospital: Low Priority (no lights) and High Priority (lights and sirens). When you use these depends on the patient’s status.

Low Priority Response

This response should be used when the patient is in stable condition and there is no threat of the patient’s condition degrading. So you can take time to go to the hospital. You are to follow traffic laws, stop at lights and signs, and follow speed limits.

High Priority Response

This response should be used when there is an immediate threat to a patient’s life and they need to be in an ER or on an operating table within the next 20-25 min or they will die. Or there is a potential that the patient may degrade. You are to use lights and sirens, clear intersections, and transport safely but quickly to the ER.
