7.1.1 - Assessment Framework

Department Accountability Program (DAPS) violations are identified by one through four DAPs, increasing in seriousness. The examples below are carried forward from the former Section 5.4 and are not exhaustive. Supervisors and Command review unclear incidents. A DAP assessment describes the classification of an incident. It does not, by itself, establish an automatic disciplinary outcome or a cumulative-point threshold.

7.1.2 - One DAP — Minor Infractions

Examples include:
  • Unsecured patrol vehicle.
  • Unjustified speeding.
  • Radio interference or unprofessional chatter.
  • Repeated conduct previously addressed through verbal warnings, subject to review.

7.1.3 - Two DAPs — Moderate Infractions

Examples include:
  • Carrying excessive gear without approval.
  • Improper ramming or unauthorized vehicle contact.
  • Misuse of spikes, drones, or tactical tools.

7.1.4 - Three DAPs — Major Infractions

Examples include:
  • Excessive force.
  • Failure to call out shots fired when required.
  • Ignoring lawful orders.
  • Dangerous spike deployment.

7.1.5 - Four DAPs — Critical Infractions

Examples include:
  • Weapon loss or mishandling.
  • Unauthorized Class 2 escalation (legacy terminology; see note below).
  • Equipment theft or concealment.
Class 2 escalation appears in the former 5.4 summary but is not defined there. Before enforcing this example, DPS Command must identify the controlling weapons authorization or escalation policy and reconcile the term with the current Full Use of Force Policy.

7.1.6 - Conduct Potentially Warranting Termination

The previous policy identifies the following as termination-level actions:
  • Abandoning duty.
  • Felony conduct.
  • Corruption or evasion of arrest.
These allegations must be referred for appropriate command review. The final outcome depends on the established facts and the controlling disciplinary authority and procedures; listing an offense here does not substitute for investigation or review.

7.1.7 - Classification Review

Where conduct fits more than one example, the reviewing authority should document the relevant facts and applicable policies. No additional DAP stacking, expiration schedule, or cumulative thresholds are established by this page.
