5.4.1 - Warrants
Officers requesting an arrest or search warrant must establish the applicable legal basis, document supporting facts, and submit the request through the approved command/judicial process. A warrant shall not be treated as issued until authorized by the appropriate judicial authority. The former Section 5.10 specified a minimum of two pieces of evidence for a warrant request. That DPS administrative checklist is retained below; it does not replace the applicable legal test or guarantee judicial approval. Supporting materials may include CCTV/images, fingerprints, reliable identification, vehicle ownership records, sworn observations, or other properly documented evidence. Multiple items should be independently meaningful where possible.5.4.2 - Application & Service
- Link the request to its incident or case number.
- Identify the subject, place, property, or person sought as specifically as the application supports.
- Record judicial authorization, conditions, and expiry before service.
- Execute within the warrant’s lawful scope and approved tactical/operational procedures.
- Document the service, property taken, persons contacted, and return/closure in the MDT.
5.4.3 - BOLOs
A Be On the Lookout notice is an operational alert, not a warrant or independent authority to detain/search. Each BOLO should include:- Incident summary and reason for alert.
- Identifying information and vehicle description, as known.
- Threat level and known safety concerns.
- Direction of travel or escape method, if known.
- Related incident, report, or warrant number.
