Officers must also comply with Section 3 (routine patrol and custody), Section 4 (communications), Section 6 (vehicles and equipment), the Full Use of Force Policy, and applicable DOJ/state law. Where a more specialized or current controlling policy applies, it governs. No provision authorizes a stop, search, arrest, force, or seizure without the required legal basis.
